The Embassy of the United States of America in Cameroon invites qualified candidates to apply for the 2026-2027 Hubert H. Humphrey Fellowship Program (HHH). This prestigious program offers a year of practical, professional development experiences and non-degree academic study in critical fields that make the United States and their home country stronger, safer, and more prosperous.
Program Information
The Hubert H. Humphrey Fellowship Program brings accomplished professionals and policy makers from designated countries around the world to the United States at a mid-point in their careers for a year of practical, professional development experiences and non-degree academic study. Humphrey Fellows work in critical fields to make the United States and their home country stronger, safer, and more prosperous. Fellows are placed at designated host universities to take advantage of academic, professional, and leadership enhancement activities offered by the campus setting. Candidates should understand that the program is non-degree in nature and cannot transfer from the Humphrey Program to degree status in any program. Applicants should be aware that they will not be able to become degree candidates after they arrive in the U.S. For more information about the Hubert H. Candidates may choose from four eligible fields:
- Human and Institutional Capacity: Economic Development; Finance & Banking; Public Policy Analysis and Public Administration; Technology Policy and Management
- Rights and Freedoms: Communications and Journalism; Law and Human Rights
- Sustainable Lands: Agricultural and Rural Development; Natural Resources and Environmental Policy; Urban and Regional Planning
- Thriving Communities: Public Health Policy and Management; Substance Abuse Education and Policy

Eligibility Criteria
To be eligible for the Hubert H. Humphrey Fellowship Program, candidates must:
- Be a Cameroonian national with a valid passport
- Hold a bachelor's degree
- Have at least five years of full-time professional experience beyond their first university/undergraduate degree prior to August 2025
- Possess management or policy responsibilities (exceptions apply for scientists/researchers in the field of substance abuse education and policy)
- Demonstrate English language proficiency
Ineligibility
The following candidates are not eligible for the Hubert H. Humphrey Fellowship Program:
- Recent university graduates
- University teachers or academic researchers with no management responsibilities (except in the field of Substance Abuse Education and Policy)
- Individuals who have attended a graduate school in the United States for one academic year or more
- Individuals who have participated in U.S. government-sponsored exchange programs within the last three years prior to application submission
- Individuals with dual U.S. citizenship or U.S. permanent resident status
- Applicants who are not qualified to hold a valid passport as a citizen, national, or permanent resident of their home country
Application Submission
To apply for the Hubert H. Humphrey Fellowship Program, candidates must submit their application online at https://apply.iie.org/huberthhumphrey by the deadline of Monday, July 21, 2025, at 11:59 PM (Cameroon time zone).
- The application must be completed entirely in English
- Candidates MUST attach a copy of the bachelor’s degree diploma certificate, licence or equivalent (translated into English).
- Two (2) letters of recommendation (written in English) are required
- TOEFL exams are NOT required at this stage of the application process. Shortlisted candidates will be given a voucher to take the English language exam.
